DTI-DOTC
private emission test center program rolling
The
joint program for private emission test centers (PETCs) by the Departments
of Industry, and Transportation has scored a number of accomplishments
since the signing of the joint administrative order last July 2001.
Accomplishments
include the development of systems and procedures for accreditation
and authorization of PETCs, conduct of trainings, and the establishment
of One-Stop Processing Center for Accreditation and Authorization.
So
far, a total of 13 companies have submitted applications. Onsite
inspections have also been conducted on four aspiring PETCs while
32 potential investors obtained application forms for a total of
111 branches. Relatedly, DENR certified 5 opacity meters and 8 gas
analyzers for a number of aspiring PETCs.
Although
running on lean manpower, the One-Stop Processing Center is fully
operational and is temporarily housed at the DTI-BTRCP office.
DTI
has discussing testing and certification requirements emission control
technicians with TESDA. PETC accreditation requires TESDA-certified
motor vehicle emission control technicians as part of the PETC staff.
The
DTI-DOTC Joint Administrative Order No. 1 on the accreditation and
authorization of PETCs took effect last September 2001. It is seen
to ease the work of LTO in the emissions testing of the country's
huge vehicle population.
