of flagged vehicles failed emission tests in 2001

Manila - Ninety-five percent of vehicles flagged down last year
failed roadside emission tests according to the year-end stats reported
by the Metro Manila Development Authority (MMDA) on its anti-smoke
belching program.
Some
15,374 vehicles were apprehended by the MMDA Anti-Smoke Belching
teams along EDSA last year 14,667 of which failed the emission test.
Utility vehicles and public utility buses make up 75% of those that
failed.
Four
10-man MMDA teams work along EDSA with two teams for Commonwealth
and Meralco Avenues. The 6 teams average 30 to 40 apprehensions
a day, conducting emission tests by opacity meter. Apprehended vehicles
that fail the test are issued tickets for presentation to the LTO,
with their plate numbers confiscated. Those that volunteer for testing,
however, are given the chance to have their vehicles fixed in case
they fail. The MMDA conducted a 4-weekend Free Vehicle Emission
Test at the EDSA People Power Monument in June last year.
