Emission
testing technology boosts DENR services.
DENR
Secretary Heherson T. Alvarez disclosed that after a year running
the Computerized Permitting and Administration System (CPAS),
the DENR boosted the performances of services by leaps and
bounds.
Since
July last year, it has issued 606 operating permits, identified
924 stationary sources of air pollutants, and conducted stack sampling
tests on 53 industry firms throughout Regions III, IV and the National
Capital Region.
Technology
finds meaning in society only when we use it to benefit the average
citizen. with this computerized system, we hope to bridge the digital
divide between state-of-the-art technology and the actual need of
Filipinos for quick, relevant and responsive delivery of public
services, he said.
CPAS
is a support system that quickly responds to the monitoring of air
pollution from the industrial sector. It was assisted by the ADB-funded
Metro Manila Air Quality Improvement Sector Development Program
(MMAQISDP) to streamline its oversight facilities.
According
to Alvarez, an effective monitoring system such as the CPAS is integral
to the accomplishment of the programs objectives, serving
as an active and reliable feedback mechanism. CPAS aims to improve
tracking of compliance reports and monotoring the status of licenses
and permits issued by DENRs Regional Offices.
CPAS
speeds up the process from the issuance of an Authority to Construct
(A/C) to the referral of pollution cases to the Pollution Adudication
Board (PAB). The system is operated by the regional offices of the
Environmental Management Bureau (EMB) which aims to fasttrack the
implementation of the air quality monitoring system in urban and
industrial areas all over the country.
